Recent changes to the Post-9/11 GI Bill make state residency an important factor in some tuition benefits. Under the newest rules, tuition benefits at public colleges are limited to the in-state student rates. Out-of-state students may be on the hook for some out-of-pocket costs--to avoid these unexpected expenses, learn more about how to establish residency in Rhode Island.

Rhode Island Guidelines and Military Servicemembers

In accordance with federal law, the Rhode Island Board of Governors for Higher Education states that all active-duty servicemembers who have served at least 30 days on active duty and are either stationed in Rhode Island or establish residence in Rhode Island qualify for in-state tuition and fees. Their spouses and dependents are also eligible for the in-state tuition rates. This eligibility lasts as long as the student is continuously enrolled in a Rhode Island public college, even if the servicemember is transferred out of state.

Additionally, veterans of any branch of the Armed Forces or National Guard who have completed 24 months of active duty can immediately qualify for in-state college tuition if they first establish a domicile in the state. If injury prevented you from serving at least 24 months, you can qualify with a shorter length of service.

All other military personnel must meet civilian guidelines, which requires continuous residency in the state for one year prior to enrolling in classes.

How to Apply for Rhode Island State Residency

Students apply for residency status through their public college or university in Rhode Island--either the University of Rhode Island, Rhode Island College or the Community College of Rhode Island. If you are applying for in-state tuition as an active-duty servicemember, be prepared to provide a copy of your military orders showing Rhode Island as your permanent duty station or evidence you have established legal residency in the state, such as a driver's license or voting registration.

If you are applying as a veteran, you'll need to show a Rhode Island mailing address (not post office box) and proof of eligibility for federal GI Bill benefits.

Residency officers at your school make the final determination on whether you qualify for in-state tuition, and they may request additional documents when reviewing your application.

Additional Rhode Island Military Education Benefits

Rhode Island veterans who are state residents and sustained a service-related disability of at least 10 percent can apply for a tuition waiver at Rhode Island public colleges. The veteran is still responsible for all educational fees under this program. Certain National Guard members may also be eligible for a tuition waiver. Contact the University of Rhode Island for further details.
