Under 2011 legislative changes to the Post-9/11 GI Bill, more programs than ever are covered. However, tuition benefits at public colleges are capped at in-state student rates. Understanding whether you qualify for in-state tuition in Ohio can help you make smart choices about your benefits.
Residency Benefits for Military Personnel in Ohio
Ohio wants to be the most veteran-friendly state when it comes to higher education, and to do that, Ohio is offering in-state tuition rates to veterans as well as active-duty military personnel. The Ohio GI Promise also extends in-state tuition rates at Ohio public colleges and universities to veterans as well as their spouses and dependents. To be eligible, the veteran must have been honorably discharged or separated for medical reasons and have a minimum of one year of qualifying service. The veterans and any dependents claiming the benefit must be living in Ohio on the first day of classes.
Dependents of veterans who were killed in action, missing in action or taken prisoner of war are also eligible for in-state status. Family members may need to submit proof of their relationship to the veteran--either a marriage certificate or an IRS filing showing dependent status--and documentation of the veterans' status as KIA, MIA or POW, if applicable.
Ohio state law also stipulates that active-duty military personnel stationed in Ohio are eligible for in-state tuition, as are their dependents. Likewise, active-duty servicemembers who are transferred outside Ohio on military service but maintain Ohio as their legal residence qualify for in-state tuition rates even though they don't meet the 12-month residency requirement for civilians.
All other individuals must have lived in Ohio for at least 12 months immediately prior to enrolling and demonstrate evidence Ohio is their permanent residence, such as voter registration, an Ohio vehicle registration or a state driver's license.
Applying for Ohio Residency
Applications for residency are available from your school's registrar. Each school may have its own application deadlines and forms. Veterans and active-duty military personnel may need to provide proof of military service, so be prepared to include copies of active-duty orders, discharge papers or a military ID. Check with your school to find out exactly what documents are required.
Additional Military Education Benefits in Ohio
Ohio also offers the War Orphans Scholarship for legal permanent residents of Ohio whose parent or parents were killed or severely disabled in action. The scholarship award covers 80 percent of tuition and general fees at public universities and a flat rate of $4,650 at private or proprietary colleges.
Applicants for the War Orphans Scholarship must be under the age of 25 and enrolled in full-time undergraduate study at an Ohio college or university eligible for the program. Applications must be submitted to the State Grants and Scholarships Department of the Ohio Board of Regents by the annual deadline of July 1.
Additionally, the Ohio National Guard Scholarship Program offers a 100 percent tuition benefit to Army and Air National Guard members enrolled in an Ohio public college. Guard members at private schools can receive an equivalent amount. Eligibility requires a six-year enlistment in the Ohio Guard, and you must complete basic training and learn a military job skill to be eligible.
