Recent changes to the Post-9/11 GI Bill now limit tuition benefits at public schools to in-state tuition rates, which may significantly affect veterans attending out-of-state schools. Understanding how Minnesota determines state residency can help you make sure you get the GI Bill tuition benefits you are counting on.
Residency Requirements and Exemptions for Military Personnel
Minnesota is one of a handful of states that grants resident tuition rates to all military veterans, no matter what their state of residence, who are pursuing an undergraduate degree at a state school. Veterans pursuing a graduate degree are eligible for in-state rates if they were a Minnesota resident when they joined the military and start their graduate degree no more than two years after being discharged, under the Military and Veterans Enactments.
Active-duty military personnel, as well as their spouses and dependent children, who are serving in the state of Minnesota also qualify for resident tuition rates, according to the Minnesota State Colleges and Universities system, as well as by federal law.
All other military personnel, including National Guard members, must meet civilian residency standards, which require you to have lived in Minnesota for one year prior to enrolling in college.
To apply for an exemption, military personnel and their immediate family members must present duty papers and military identification to the residency office of the desired educational institution. Veterans may need to present a copy of DD214 as well.
Additional Minnesota Military Education Benefits
Minnesota has two more key educational benefits designed to help military personnel receive an education in the state. These benefits also can be used in conjunction with other military education benefits.
Minnesota State Tuition Reimbursement: Available to current members of the Minnesota Army and Air National Guard. This benefit may be used in conjunction with the GI Bill and Federal Tuition Assistance and pays 100 percent of the undergraduate rate at the University of Minnesota-Twin Cities. Army National Guard soldiers must first apply for Federal Tuition Assistance to be eligible for State Tuition Reimbursement.
Minnesota GI Bill: Provides up to $1,000 per semester for eligible military personnel and qualified family members, with a maximum of $10,000 in total benefits. This amount may be affected by other federal or state aid programs, according to the Minnesota Department of Veterans Affairs. You must be a Minnesota resident to qualify.
