Military personnel applying for tuition reimbursement at public institutions in Maine under the new Post-9/11 GI Bill should understand recent changes to regulations. Tuition benefits at public colleges are now capped at the in-state student rate, and veterans attending out-of-state schools may have to make up the difference. Understanding the guidelines for state residency in Maine can help you to maximize your benefits.
Maine Residency Guidelines and Military Servicemembers
Active-duty military members serving in Maine for a minimum of 30 days are entitled to in-state rates, as are their spouses and dependents, under the Higher Education Opportunity Act of 2008.
In addition, servicemembers with official documentation identifying Maine as their military state of residence are also eligible for in-state rates even if they are stationed outside of the state. Maine residents who must leave the state for military service may also maintain their residency status.
How to Apply for Maine State Residency
Veterans who do not qualify for in-state status may want to begin taking steps toward establishing residency or look for other veterans programs to help offset the costs between in-state and out-of-state rates. Residency status at Maine public colleges is determined by the University of Maine system, which states that residency can be established by living in the state for one year prior to enrolling in an educational program. Schools in the Maine Community College System also require one year of residency prior to signing up for classes to qualify for in-state tuition.
The Chief Financial Officer or a designated official from each University of Maine campus makes a decision based upon the information and documentation provided by the student.
Additional Maine Military Education Benefits
The state of Maine established the Veterans Dependents Educational Benefits Program to assist the families of certain disabled or deceased veterans. Eligible spouses, children and stepchildren can receive a tuition waiver from schools in the University of Maine system, Maine community colleges or the Maine Maritime Academy. Only family members of veterans who were Maine residents at the time they entered the Armed Forces or who have lived in the state for at least five years prior to the time of application are eligible.
