Kansas GI Bill Tuition Rates
Beginning in August 2011, military personnel using the Post-9/11 GI Bill need to be up to speed on state residency requirements. Under the August changes to that program, GI tuition benefits for students at public schools are capped at the in-state student rate. Students who don't meet state residency requirements need to come up with the additional funds for out-of-state tuition, so understanding Kansas residency is important to making the most of your GI Bill tuition benefits.
Residency Requirements and Exemptions for Military Personnel
Finally, federal law requires Kansas public institutions to grant in-state tuition to active-duty military personnel and their families who are stationed in Kansas, regardless of their state of residence. This benefit continues even if the military servicemember is transferred to a new state provided you stay enrolled at a Kansas public school. Guidelines set by the Kansas Board of Regents reaffirm this benefit, and stipulate that members of the Kansas Army or Air National Guard are also eligible.
The Board of Regents also offers in-state rates to honorably discharged veterans and retired military personnel who were stationed in Kansas prior to discharge, even if they have not lived in Kansas for a full year, provided they continue to reside in Kansas. Their spouses and dependent children can also receive in-state tuition under this rule.
Kansas requires civilians to be a resident of the state for 12 consecutive months before they are eligible for in-state student rates at state colleges, and that requirement is reduced to six months at community colleges.
Applying for a Military Tuition Adjustment
According to the Kansas State University registrar's office, to receive a military tuition adjustment, active duty military personnel must complete a Military Tuition Adjustment Verification for Military Personnel and Family Members form. This form must be signed by a commanding officer and notarized before being submitted to the university registrar's office. Applications must be received within 30 days of the start of classes.
Honorably discharged or retired military servicemembers may apply for resident tuition rates by submitting a DD 214 form, a Kansas Resident Tuition for Military Discharge/Retirement form and an Application for Resident Tuition. Additional information may also be requested.
Application procedures may vary from school to school, so be sure to check with your registrar to make sure you have the correct forms.
Other Educational Benefits in Kansas
In the event a service member is activated and must leave school, the Kansas Board of Regents requires its member institutions to issue a refund or credit for tuition paid. Finally, dependents of Kansas residents killed while serving in the Armed Forces of Kansas National Guard receive free tuition at state universities, community colleges and technical/vocational colleges.
