Indiana GI Bill Tuition Rates
Recent updates to the Post-9/11 GI Bill affect the way tuition benefits for active-duty military personnel and veterans are determined. These changes, known as GI Bill 2.0, limit tuition benefits at public schools to in-state rates. Veterans and other military members who want to attend public schools in Indiana should be aware of state residency requirements and exceptions for military personnel.
Indiana Residency Guidelines and Military Servicemembers
The Higher Education Opportunity Act of 2008 requires all states to grant in-state tuition to active-duty military members stationed in that state for more than 30 days, along with their family members. The law stipulates that students enrolled under this provision can remain eligible for in-state rates even if the qualifying military sponsor is reassigned out of state, provided the student stays continuously enrolled.
Additionally, military families who move outside of Indiana for duty purposes maintain state residency as long as they file income taxes in Indiana.
While most public colleges in Indiana require a 12-month period of residency before granting in-state tuition, individual schools may offer additional residency benefits for military personnel. It's a good idea to contact your school directly about your residency status.
For example, at Purdue University, honorably discharged veterans who were Indiana residents prior to enlisting but later changed their state of residence can qualify for in-state tuition after only one semester of classes, instead of the standard 12 months, provided they apply at Purdue within six months of leaving the military. This benefit extends to dependents of these veterans as well.
How to Apply for Indiana State Residency
Proof of Indiana residency can include owning a home, paying property taxes, filing state tax returns, registering a car, having a state driver's license or registering to vote. Final decisions about state residency are made by officials at each school, and they may request additional documentation to support your claim. For example, military personnel may need to present change of station orders proving they are in Indiana on active duty, a copy of discharge paperwork or other military forms.
Additional Indiana Military Education Benefits
The Indiana Department of Veterans Affairs also offers two significant benefits for military personnel.
- Eligible dependents of disabled veterans are entitled to free tuition and certain fees at Indiana schools. The tuition and fees can be used for either undergraduate or graduate programs, but benefits are limited to the undergraduate tuition rate. Detailed eligibility requirements, including changes as of July 1, 2011, can be found on the IDVA website.
- Purple Heart recipients in Indiana may also be eligible for free tuition and fees. To qualify, the veteran must have received an honorable discharge and been an Indiana resident at the time of enlistment.
The National Guard of Indiana also provides a number of educational benefit programs for Guardsmen and their dependents.
