Delaware GI Bill Tuition Rates
Major changes to the Post-9/11 GI Bill went into effect in August 2011 that streamline benefits payments and expand program options for veterans. But one new provision could limit benefits for veterans attending out-of-state schools. Post-9/11 GI Bill benefits at public schools are now capped at the in-state student tuition rate, and out-of-state students could be on the hook for the difference. If you want to use your GI Bill tuition benefits in Delaware, understanding residency requirements can help you maximize your benefits.
Delaware Residency and Exemptions for Military Personnel
Delaware public universities grant active members of the U.S. Armed Forces as well as their spouses and dependent children immediate eligibility for in-state tuition as long as they are residing in and permanently stationed in Delaware.
Some state schools, such as the University of Delaware, also grant in-state status under special conditions. For example, military personnel who relocate to Delaware due to the closing of Aberdeen Proving Ground base in Maryland can qualify for in-state tuition rates, provided they relocated on or before September 15, 2011.
All other military personnel, including veterans and National Guard members, must meet civilian residency requirements in Delaware, which require living in the state for 12 months prior to enrolling at state universities and six months prior to enrolling at community colleges. Delaware servicemembers who are stationed outside of the state for a period of time don't forfeit their residency status due to military service.
How to Apply for Benefits in Delaware
Each school in Delaware has its own application procedures for admission and residency classification. When applying to a public college or university in Delaware, you'll want to contact the school to see what documentation they require. Delaware State University, for example, includes questions on its application for active duty military and may request supporting documentation if necessary.
Other Education Benefits in Delaware
Active members of the Delaware National Guard who have served at least six years can get up to 100 percent of their tuition reimbursed if they pursue an associate or bachelor's degree from a public institution in Delaware. Certificate programs may also qualify, but the state's Education Review Board must approve such programs.
To receive the Delaware National Guard tuition benefit, you need to complete and submit DNG Form 600-1, complete and file DNG Form 600-4 reimbursement form and complete a Delaware Employee Vendor ID Request.
Delaware also provides four-year, full-tuition benefits to children of the following veterans, no matter than veteran's state of residence:
- Military who were killed in action or died as a result of service
- Current or former prisoners of war
- Military officially declared missing in action
To receive the benefit, these children must be between the ages of 16 and 24 and have lived in Delaware for at least three years prior to applying, according to the Delaware Department of Veterans Affairs.
