Arizona GI Bill Tuition Rates
Under 2011 changes to the Post-9/11 GI Bill, tuition benefits for out-of-state students attending public schools in Arizona are capped at the in-state rate. If you're not an Arizona resident, you may need to make up the difference between in-state and out-of state tuition. Being familiar with the state's residency regulations can help active-duty military members and veterans streamline their enrollment process and get the most out of their benefits.
Arizona Residency Guidelines and Military Servicemembers
Federal law allows active-duty military members posted in Arizona for at least 30 days, along with their spouses and eligible dependents, to receive in-state tuition rates at Arizona public colleges and universities.
Additionally, honorably discharged veterans can also qualify for residency status for tuition purposes. Exact requirements for veterans vary somewhat by school. For example, at Arizona State University, veterans need to be registered to vote in the state and demonstrate intent to become a permanent resident, which can be done by getting an Arizona driver's license, transferring bank accounts to Arizona, registering a vehicle in the state or showing a history of employment in Arizona.
At the University of Arizona, veterans must have been Arizona residents for at least 12 months prior to discharge, shown evidence of intent to be a permanent resident of the state and filed a state income tax in order to get in-state tuition rates. Veterans will be required to submit from DD-2058 and any other supporting documentation requested by the university.
Finally, Arizona also grants servicemembers stationed outside Arizona in-state status so long as they qualified for residency prior to enlistment. You must submit military form DD-2058 along with tax or similar records to qualify for this benefit.
How to Apply for Arizona Residency
Veterans or military personnel who don't qualify under the above exemptions might want to work on becoming a resident in the state. According to the Arizona State University Board of Regents and the University of Arizona Registrars Office, civilians must have lived in the state of Arizona for at least one year prior to registration in order to secure in-state tuition rates.
The University of Arizona Registrar notes that it is up to you to establish residency prior to registration. You can do so by submitting an Electronic Domicile Affidavit online, or by filling out the same paper form through your school's Residency Classification Office. Servicemembers or veterans who have already been denied residency, but who want to apply for re-classification can submit a Petition to Change Residency along with supporting documentation.
Additional Arizona Military Education Benefits
The Arizona Department of Veterans Affairs reports that veterans and their dependents using GI Bill benefits to attend public community colleges, colleges and universities can defer tuition and related fees for up to 120 days without incurring interest. If students have not received their GI Bill benefits by the end of this period, they may request an extension.
