On December 29, 2010, the U.S. Department of Defense announced a contract award by the Navy to Lockheed Martin Corp. and Austal USA for the design and construction of 20 littoral combat ships. The fixed-price contract provisions each bidder to produce 10 ships over a span of five years from fiscal 2010 to fiscal 2015. The spirit of competition between bidders is thought to increase value and innovation to the Navy fleet while providing flexibility to fleet commanders with the unique features of each. It also provides a more cost-effective approach to fulfilling critical operational warfighting requirements. The average cost of each ship is $440 million per ship, well under the Congressional cost cap of $538 million.
