Navy Tuition Assistance
The Navy Tuition Assistance program helps active-duty sailors attend college or a vocational school by providing funds for tuition for classes taken during off-duty status. The institution the servicemember attends must be accredited by an organization that is recognized by the Department of Education in order to qualify for Navy Tuition Assistance funding. Beginning on April 15, 2010, the U.S. Navy shifted all applications for Navy TA to online. Applications and TA can now be maintained via the Navy's College Program WebTA portal.
"WebTA allows Sailors to complete all steps in the tuition assistance and education planning process online," says Mary Redd-Clary, the Navy's Voluntary Education (VOLED) program director. "In the past, sailors could start the TA application process, but were then required to circulate a printed copy for review and approval through the chain of command. Now, sailors can complete the entire process virtually."
What Navy Tuition Assistance Covers
Payment for tuition and college fees cannot exceed the following limits:
- $250 per semester hour
- $166.67 per quarter hour
Fiscal year credit limits are capped at 16 semester hours, or 24 quarter hours per person. Navy TA cannot be used to pay for books, or for repeat courses previously funded by Navy TA.
Tuition Assistance for the Navy: Eligibility Requirements
The Navy provides tuition assistance for both officers and enlisted active duty personnel, as well as Naval Reservists on continuous active duty. Reservists must be ordered to active duty for at least 120 days, and officers for two or more years to qualify for Navy TA.
For Naval servicemembers to qualify, they must:
- Be on active duty for the entire duration of their classes
- Choose an accredited institution
- Furnish a transcript of their grades for any prior Navy TA-funded coursework, and reimburse any incomplete, failed or withdrawn classes
- Agree to remain on active duty for at least two years after finishing coursework funded by Navy Tuition Assistance (this applies only to officers)
Navy TA: The Application Process
Meeting with a Navy College Office educational counselor is perhaps the best way to figure out if a particular college or university is covered under Navy Tuition Assistance. The online WebTA application can be found at the Navy Tuition Assistance information page under the "My Education" tab.
Once a tuition assistance application is processed, a supporting Navy College Office prepares a TA Authorization Voucher for servicemembers to give to their school of choice.
Completed Courses or Degrees and Course Changes
Grade reports must be submitted to the Navy to verify that sailors have passed their coursework, and funding for any incomplete, failed, or withdrawn classes must be paid back. Once classwork is complete and a passing grade achieved, sailors must send a transcript to the TA Accounting Office in Pensacola, Fla. This crucial step--failing to send in grades could result in having TA deducted from regular pay.
Course changes can happen for a number of reasons. A request of return for the TA voucher can be made if a course is dropped within the school's official drop period. If dropped outside of the official period, the Navy may expect the TA to be reimbursed.
If a sailor withdraws from class due to military duties, transfer, or hospitalization, he or she must notify the school and receive an official "W" (withdraw) for TA-funded classes. The command unit must write the Navy Accounting Office to request that that sailor be relieved of paying back TA funds.
