Hi Nianca, You can transfer schools with Post 9/11 GI Bill benefits. I would do it between semesters as it might make it a little less complicated and give less chance for errors. If you are sure that is what you plan to do, I would let the VA Certifying Official know the plan when you are getting started in Maryland, and if you already know what school you plan to attend in North Carolina, you might touch base with that VA Certifying Official as well.
This is one of those issues where the more that’s done ahead of time and the more people you keep in the loop, the smoother it may go and the less possible interruption to your Post 9/11 GI Bill benefits.
One thing to keep in mind is that until you’re an official resident of North Carolina you’ll probably have to pay out of state tuition to attend school there. This could cause you to pay quite a bit of your tuition out of pocket unless you attend a Yellow Ribbon Program school and are accepted into the program by the school. You might want to continue to take some online classes at the school in Maryland while you’re establishing your North Carolina residency. Just a thought.

The answer Ty is yes to all three of your questions. If you are still on active duty, the smart way to maximize your GI Bill benefits is to use your service branch’s Tuition Assistance and Top-Up. The Top-Up portion comes out of your GI Bill entitlement, but at a lot slower rate. If you use the GI Bill after retirement, you will use up a full month of entitlement for each full month of school.
Classes taken at a foreign school are covered as long as the school is on the list of VA-approved schools. The pay structure is a little different in that foreign students are paid a flat rate of $1,333 per month for the housing allowance. The VA will pay up to $408.09 per credit for tuition and up to $10,502.97 for fees.
For your last question, the length of each term can vary as you are actually paid your housing allowance according to the number of days you are in school (or at least suppose to be in school).

Hi Steven, You can complete your education in Florida as long as you still have Post 9/11 GI Bill benefits and the program you plan to attend in Florida is approved for use with the GI Bill.
You are probably going to have to pay out of state tuition if you attend school in Florida as a resident of Virginia. The VA has a maximum rate per credit hour it pays to students using the Post 9/11 GI Bill and the rate varies by state. Most of the time out of state tuition exceeds that rate, but it depends on the state and the school. If the rate exceeds the maximum the Post 9/11 GI Bill will pay, then you are going to be responsible for the difference.
One way you may be able to get around this is to choose a Yellow Ribbon Program school in Florida; hopefully there’s one that has the degree program you plan on taking. A Yellow Ribbon Program school will pay a portion of the tuition that exceeds what the Post 9/11 GI Bill will cover and the VA will match the school’s contribution. The amount the school contributes varies by school and some schools only allow a certain number of people into the program. I would look for a school in the program as it may pay for part or all of any additional tuition you may have to pay as an out of state student. Good Luck!

Hi Patrick, I’m assuming that you are no longer on active duty as the Post 9/11 GI Bill will pay for all your tuition at a school no matter where it is located if you still are.
If you are a veteran, then it is a different situation. While attending an MBA program in Florida you can receive up to $295 per credit hour for as long as you have Post 9/11 GI Bill benefits. Going to school in Pennsylvania you can receive up to $934 per credit hour for the same time period. The reason for the difference is that tuition must be more expensive in Pennsylvania.
Graduate programs usually have higher tuition than undergraduate programs and on top of that you are probably going to be paying out of state tuition for at least part of the time. Depending on the school you attend there may be quite a difference between what you receive from the Post 9/11 GI Bill and what your tuition is.
I highly recommend that you choose a Yellow Ribbon School for your MBA program and your tuition concerns may be over. A Yellow Ribbon Program school will pay a portion of your tuition that exceeds what the Post 9/11 GI Bill covers; they are allowed to pay up to 50 percent of the overage. The VA will then match the school’s contribution. Each school runs their Yellow Ribbon Program a little differently as to the amount they contribute and how many students they accept into the program each year.
You can check for Yellow Ribbon Programs in Florida and Pennsylvania on this VA web page. Both states have quite a few schools in the program and some of the big name schools in Pennsylvania are in it such as the University of Pittsburgh, the University of Pennsylvania, and Penn State.

Hi Douglas, The VA has a web-page where service members and veterans can look for approved programs and schools within specific states and countries. You or the soldier you are helping should look under the Ohio heading and see what schools might have the program you are looking for and be fairly close to Cambridge.
One thing I will mention before you get too far into it is that a lot is going to depend on the GI Bill the soldier is eligible for. If they plan on using the Post 9/11 GI Bill, then they are going to have to find a truck driving school that is affiliated with a degree awarding institute of higher learning. The Post 9/11 GI Bill is designed to be used to earn a college degree and because of that it is only approved for use at a school that has the capability to award at least an associate’s degree.
I have had veterans with the same concern who were looking for flight schools or police academies to use their Post 9/11 GI Bill benefits to attend. As long as the program is associated with a degree awarding school there is a chance the Post 9/11 GI Bill will be approved for use with the program.
If your soldier is eligible for the Montgomery GI Bill, then it might be a little easier to find an approved program closer to Cambridge, Ohio. The benefits of the Montgomery GI Bill can be applied to a broader range of educational programs.

Hi Hassan, The University of Minnesota is approved for the Post 9/11 GI Bill or at least some of their campuses are on the list. I would think that if some campuses are approved, then all of them would be approved, but what you should do is contact the VA Certifying Official at the campus of the University of Minnesota you would like to attend and verify that the program you hope to pursue is approved.
I also checked to see if the University of Minnesota is a Yellow Ribbon Program and it appears they are, but only for graduate programs. That is something else you might want to verify with the VA Certifying Official though, as if they offer the Yellow Ribbon Program to undergraduate students, it could help a lot with any tuition costs that aren’t covered by the Post 9/11 GI Bill.
The GI Bill can’t help you get into the college. You are going to have to look at the admissions requirements on their website or contact their admissions office and apply for school just as any other student would. The fact that you’re a veteran may help you with getting accepted to the school and you may be able to get some credits for your military training and schools attended. but you will still have to go through the admissions process to be accepted into the university.

Yes Beth, under the Post 9/11 GI Bill, that is the new way of doing things. Normally you get your Certificate of Eligibility first and then take it to your school when you enroll, but it looks like your school did some of the legwork for you in finding out your eligibility first.
As far as the money, yes it is a waiting game now. Your first Post 9/11 GI Bill payment of benefits should be around 8 to 10 weeks after your application was submitted, which means around the first part of November you should get paid for a few days of August, and all of September and October.
After that, you should get paid around the first part of each month as payment for the previous month; as you are always behind in getting paid, you should have some funds available to carry you through until you get your first payment and then each monthly payment.

Hi Schoonover, You can transfer schools while using your Post 9/11 GI Bill benefits, but I would recommend doing it between semesters so that there is less chance of mix ups. You should show your Certificate of Eligibility to the Registrar’s office or the VA Certifying Official at the school you would like to transfer to and also provide a copy of your transcript so they can figure out how much you have remaining in Post 9/11 GI Bill benefits. Remember to check to make sure the new school is approved for use with the Post 9/11 GI Bill and you should also see if it is a Yellow Ribbon Program school.
You should also talk to the VA Certifying Official at the school you are attending now so they know what your plans are. If you keep everyone in the loop and all parties coordinate their responsibilities, you may have a smooth transfer. Keep in mind that if you are receiving the housing allowance, the rates may change based on the zip code of your new school.
You can continue to attend school as long as you still have Post 9/11 GI Bill benefits and you are working towards an approved degree program. The Post 9/11 GI Bill is set up so that service members and veterans can earn college degrees so you are not going to be able to just take arbitrary classes after earning your degree. You will need to sit down with the VA Certifying Official at the school and work out another degree program such as a master’s degree and attend classes in that program.
As long as you are working toward that new degree and remain in good standing with the school, you should be able to attend school as long as your benefits last or you reach your 15 year time limit.

Hi Jessica, You can search for approved schools and programs on this VA website. I looked up George Fox University and it is approved for both the Montgomery GI Bill and the Post 9/11 GI Bill so you should be in good shape if you decide to go to the school.
Even better is the fact that George Fox University is a participant in the Yellow Ribbon Program. According to the VA website the school allows an unlimited number of students into the program which is available at the undergraduate, graduate, and doctoral study levels. Students who are accepted into the school’s Yellow Ribbon Program can become eligible for a portion of their tuition costs not covered by the Post 9/11 GI Bill to be contributed by the school. In this case George Fox University is willing to contribute up to $6,500 per student for an undergraduate degree program and the VA will match that amount.
This means that you could receive up to $13,000 additional tuition assistance in addition to your normal Post 9/11 GI Bill benefits, which can include a housing and book allowance.

Hi Leonard, the University of Pittsburgh is approved as an institution of higher learning by the VA, in fact they have several campuses in addition to the main campus on the approved list. When the VA approves a school as an institution of higher learning that means that the Post 9/11 GI Bill can be used to attend programs at that school. You can search for approved schools at this VA website.
The Post 9/11 GI Bill is intended to be used for degree programs and I would think that those two programs you are interested in would qualify as I assume they are associated with degree programs. If you want to double check to ensure that those specific programs are covered, I would contact the school and talk to one of their VA Certifying Officials. They have several working there and they should be able to provide you information on those programs.
It shouldn’t be an issue while you are on active duty as the VA is going to be covering all of your tuition costs, but if you continue your education at the University of Pittsburgh after leaving the military, I see that the school is a very generous participant in the Yellow Ribbon Program and might help you a lot with your tuition costs.
